Millennium Highway Reconstruction into final Stages: Lot 1 at 96% complete

The Department of Infrastructure, Ports and Transport reports major progress on the Millennium Highway and West Coast Road Reconstruction Project, with Lot 1 from the La Toc Roundabout to Cul de Sac now 96 percent complete.


Works on Lot 1 included reconstruction of the La Toc Roundabout Road foundation, extensive road marking, and the installation of new safety features such as signage, guardrails, and bus shelters.


At the Cul de Sac Roundabout, new drainage has been constructed to strengthen stormwater management and improve traffic flow. With these major works substantially advanced, the Contractor is now focused on the finishing details, including installation of pedestrian crossings, completion of bus shelters, and minor sur face corrections to ensure the roadway is delivered to the highest quality standard.

On Lot 2B, the construction of the new Anse La Raye Bridge stands at 53 percent completion. Meanwhile, Lots 2A-3A-3B, spanning from Cul de Sac to Soufrière, have recorded substantial advances in as phalt paving, particularly between Canaries and Soufri ere, with isolated sections held back for retaining wall construction. Lots 3A (Anse La Raye to Canaries) and 3B (Canaries to Soufriere) are expected to reach completion by the end of 2025, while Lot 2A (Cul de Sac to Anse La Raye) is anticipated to be finalised before the end of the first quarter of 2026. The installation of a new WASCO water main crossing at Bouton junction was also successfully completed this quarter, reflecting effective utility coordination. Funded by the Caribbean Development Bank and the United Kingdom Caribbean Infrastructure Partnership Fund, the EC$87+ million reconstruction is among Saint Lucia’s most complex infrastructure investments.
